The stones are probably referring to the surviving Illuminati members to be cancer free. Since they know how to cure cancer this would be an easy commandment to keep.

He's thinking that the public destruction of this 2014 block (which was overseen by the police so it was allowed) was done because the owners of the land declared it to be a hoax.
