I don't think it is, certainly not with those levels of emmisions. They must be out in the boonies taking chances.

It isn't legal. They probably get away with it because when they see cops they just let off of the gas pedal then there's no smoke. Just like people with super loud mufflers get away with it by letting off the gas when they see cops.
