An overall agreement initiated by Germany is made under the chairmanship of Tony Blair in the European Union Budget Planning for 2013, 13 days before 2006:

From 2007 tot 2013 (6 years  = cube) an annual amount of 13 billion Euro will be added to the EU-budget.
