 To quote David Icke: “Channelling is when someone tones their consciousness to another wavelength of reality and becomes the vibrational bridge between that wavelength and this one. Thought fields are sent from a higher wavelength through the “medium” or “channeler” who turns those thought fields into spoken or written words. It is a means for one dimension to communicate with another. Some channelling produces inspired information, some a load of old nonsense. It depends on the levels with which the channeller is communicating and how skillfully they can suppress their own personality and thoughts to allow the information to come through in the form that it was sent."

Now a brief commentary on the recent sightings of lights in Phoenix, Arizona. I will reiterate my previous position, which correlates to this sighting. These lights are caused by ground-based vehicles associated with a highly secret project in the military of the United States. I will also say, in reference to those who call the Air Force base and speak to whatever hapless individual is unlucky enough to pick up the phone, that the average personnel has no knowledge whatsoever of this. It is supersecret, and these vehicles will be flying over more cities in the future.

I also wish to say something else. The cities will be mostly in the U.S., but there will be a few flybys over foreign countries if it is felt to be safe. Generally speaking, though, they are not on any military mission, in the sense that it is not exactly a wake-up call, but it’s more to get people used to the experience.

[color="blue"]There is, then, an arrangement.[/color] For a long time insiders within the military and political arenas of stable governments worldwide (certainly the U.S.) have had an arrangement whereby when a certain year came – which was 1998 and beyond – that it would be a good thing if stable governments, utilizing technology provided by extraterrestrials, could begin flying this technology over their own towns and cities in order to get people used to the idea of UFOs as a benevolent phenomenon. This is not to suggest that a lot of UFOs that have been sighted over other cities and countries and over the ocean are all from ground-based aircraft. But some are, and I use the Phoenix sightings because this is a typical example.

[color="blue"]PACTS WITH ETs IN THE 1940s[/color]

This arrangement between the military and extraterrestrials goes way back. Early in the forties the extraterrestrials made this arrangement with various high-placed individuals, the military and the political establishment of the time. These were relatively stable governments, although they shared some of this with governments that have changed since then, mainly governments and systems that have largely stayed in place, though persons would change. The arrangement was that sharing the technology would ultimately provide a more benevolent technological expression for the peoples of the Earth – meaning that what you are now experiencing as a day-to-day phenomenon of electronics, computers and even biogenetics was to some degree greatly speeded up by this process.

From the extraterrestrial point of view, it was to not only help you along in your motion toward becoming universal citizens, but also to do what they could to help you on Earth to keep from self-destructing before you discovered that you were not alone, that there was lots of help available, to say nothing of friends you haven’t met yet (at least most of you haven’t), and that there would be available to you a common ground.

Now, it was felt by certain beings (extraterrestrials and their teachers) that it would be best if most of the flybys in the late eighties and now the nineties would be done by them. But they also felt that as time progressed (especially after 1995), it would be useful if you had developed some ships or rebuilt some they lent you to fly some missions yourself, as long as the missions were totally benevolent (they would monitor you, by the way, to make sure they were).

So what we have here in Phoenix, Arizona, in recent days is another one of these flybys. In this latest circumstance the lights were lined up in such a way as to be clearly perceived as individual lights. (There was some confusion last time: Was it one vehicle or was it many?) It was the same thing both times: many individual, singular vehicles.

So you are being prepared. Now, I grant you that not all ships that fly through the sky and are manufactured by various secret governmental or military organizations are entirely benevolent. Some are not. But this project I’m talking about is benevolent.

If you were to see them, some are disk-shaped, some are shaped like this [draws upright rectangular shape.]

   [color="darkred"] I saw one of those earlier tonight on The Learning Channel on TV. It looks like a rectangular column.[/color]

Some of them are disk-shaped. Some of them are not quite circular, but roughly have that kind of a context. (When I say disk-shaped, I do not mean a flattened disk, but what is typically referred to as a disk shape and a lot of the so-called ET technologies involved.) The reason they’re usually seen at night is that without having the light-gathering instrument activated, the vehicle itself tends to give off light through its skin. This isn’t like someone flying around with a searchlight. The vehicle itself tends to radiate the light.

It is possible, of course, to draw that light in with an instrument that is rare but available to some secret establishments. If that is done, it is possible to intentionally mask the vehicle, but that switch is not activated. It is intended that the vehicle be seen.

I would also say this to big cities who have helicopter policing and so on: If a helicopter should fly over to where the ships are, it is possible that its instruments could be affected, so give yourself a degree of boundary. Don’t fly any closer that three miles if you can help it. That’s part of the reason the lights usually appear in places where they are not likely to encounter many airplanes or helicopters.

I mention this as an aside to the occasional pilot and reporters who might be able to use a helicopter: It’s probably not safe to get much closer that three miles because of the electrical radiation that would unintentionally interfere with instruments. Three, maybe three and a half miles, is probably safe.

    [color="darkred"]How high can these vehicles fly beyond the Earth’s orbit?[/color]

If you are talking about going to the Moon, they might have capabilities like that, but in terms of who is going to fly them, they don’t have the life support required for such missions, in terms of ground-based ships.

    [color="darkred"]Okay, how much can you say about this? Is it wide open right now, or do you have to be discreet?[/color]

I am being a little discreet. As you notice, I haven’t said anything much about this in the past except my rather cryptic referral to the last Phoenix flyby. I am mentioning this to the degree that I can talk about it now. I don’t wish to say where they’re based. I don’t want to say too much about who is onboard. I will just say that it is, for the most part, strictly benevolent and is really intended to gradually bring you to consciousness about extraterrestrials. I might add that as it becomes more common, it will be normal for the press to report it as if it is reporting anything else. It would be said, “Oh, more lights in the sky. How about that?” No negative comments, no laughing up their sleeves.

The whole editorial position of derisiveness about such sightings is becoming very much passé now on the official level, though on the more colloquial or anecdotal level, from person to person, it is still somewhat entrenched.

It’s going to take time to gradually eliminate the head-in-the sand idea – “it can’t be, therefore it isn’t.” This attitude was promoted for a long time, and it’s going to take a little while to eliminate that in this country. It will take less time in other countries because there has been a lot of what I would call official and unofficial propaganda, especially in this country. The conditioning of the average citizen has been very thorough. People in this country have been conditioned for a long time, not with a rigid hand but with an almost over-paternalistic hand. But now this is gradually being removed from you as a steady influence.

[color="blue"]THE 1947 CONTRACT[/color]

    [color="darkred"]Are these vehicles totally in the control of an arm of the U.S. military or some benevolent multinational group?[/color]

This is based on a contract that cannot be broken. The contract was originally sealed (I am using that term advisedly for those of you who understand that word) in the late forties. It was between the U.S. and some of its allies’ governments and the extraterrestrials, and this contract would last for x number of years, basically about 50 years, during which the extraterrestrials would have certain rights to have clandestine contact with citizens of Earth without any interference. For that there would be trade-offs to the various governments. At the end of the contractual time (it wasn’t exactly 50 years, but that’s a ball-park figure) there would begin to be a public relations experience whereby the governments that could afford it would begin to help wake up the citizenry to the actual fact of extraterrestrials. This would be done as gently as possible. I might add that the insistence that it be done gently was promoted by the extraterrestrials, not Earth-based governments. Extraterrestrials understood that after many years of denial, it would be necessary to make it gentle.

    [color="darkred"]Were these extraterrestrials Zetas, or were they a group of being from various ET civilizations?[/color]

More of what I would call a group of beings. Zeta Reticulans were involved, but there were also some Pleiadians, a representative from Andromeda, and Orion representatives. A Council of Sirius was represented through the Orion representative, the Council of Sirius being, loosely, a group of philosophical/scientific individuals. And several of the extraterrestrial star systems were involved.

It was officially recognized as a contract in 1947.

    [color="darkred"]And who signed it for the Americans? Who represented the Americans, Truman?[/color]

I am loath to say who. I would rather not. I would rather say it was three citizens of influence: one a private citizen, one a citizen associated with the military and one a public citizen, meaning in service as a government representative, all of whom represented the United States at the sealing of the contract.

[color="blue"]THE CRAFTS AND ET ENGINEERING HELP[/color]

    [color="darkred"]The crafts themselves: Are they reverse-engineered, or are they gifts? Did we manufacture them?[/color]

I will say a little bit about that because it is an interesting question. Some of the vehicles represent accidents, not shoot-downs. This whole idea that vehicles were shot down – this is not so much the case. I’ll grant that a couple of vehicles were shot down, but it was because of what I would call a lack of communication. You know, if someone’s communicating on one band and you are communicating on another and you can’t reach each other, there are going to be mistakes like that. The ETs recognized that it was a mistake.

A lot of vehicles were knocked out of the sky because of your experimenting with radar and other such reflective electrical instrumentality, which in the beginning used huge amounts of energy. The tools were not as refined then and people didn’t know they could use less energy. This created fields that were disruptive, not unlike what I mentioned before – where you fly a helicopter into a massive electrical field, it’s going to mess up your instruments even if they are shielded.

That’s what happened then. But then there was one gift, what I would call a rudimentary craft (it could do this but not do that) and there was also some assistance to you. Some parts and assistance were provided to help you rebuild ships. In a couple of cases the assistance was provided as long as the citizens inside the ships were returned – and they were. It’s true that sometimes citizens were held, but in these cases the citizens were returned. Alive or dead, they were returned.

Then there was help. A representative would come and tell you (physically), “This goes here” and why, and “That goes there” and why. Sometimes they wouldn’t answer a question, and that would be that. At other times they might help. Let’s say you are the ground technician and you have these bits and pieces and you don’t know where they go, or you don’t know what the circuitry (if I can call it that) will do once you assemble it. You are a little shy about assembling it, not knowing what it will do, which is reasonable because sometimes this “circuitry” has more than one way to be assembled. If it is assembled one way, it will self-destruct the vehicle, not unlike switches. If it is assembled another way, it will be very useful in transporting this or that. If assembled another way, it might be a weapon. What would be given is the way to assemble it, for instance, whereby you could use it as a device to transport something; you could use a field effect to move a heavy object from one place to another.

That kind of help was granted, and it was always done in such a way as to teach the technician something on a spiritual level as well as a mechanical level. We are not talking about only mechanical guidance here.

    [color="darkred"]On The Learning Channel’s program “Alien Secrets: Area 51,” I just watched a man who’s probably in his seventies saying that for sixteen years he worked alongside a Zeta who assisted him and others in modifying these vehicles for humans. Whenever he had a question, the Zeta would already know it and would answer in his mind. He said he had been permitted to come out and say this on this television show by his employers. You are confirming exactly what was on television tonight.[/color]

[color="blue"]TRAIL BALLOONS IN EDUCATIONAL TV/PRESS[/color]

I would say that it’s a worthy thing that is coming out. You see, it’s coming out on legitimate stations. I don’t want to say that some television programs are only sensationalist, but some are a little more tabloid than others. Now you have programs on what is basically educational television, which is perhaps a little more legitimized in the eyes of the average viewer, and this is important.

So you won’t think I’m heaping scorn on so-called tabloid television, sometimes tabloid television and newspapers perform valuable functions by putting out stories that would not get into the conventional press and into the public eye. Sometimes it is speculation presented as fact, but at other times it is actual eyewitness testimony.

Now this information is beginning to move from that trail-balloon position into the more educational press, and it will continue from there.

It is really not such a big move to say that something is benevolent. You just have to understand that ships from other planets might be very benevolent with benevolent people in them. The ships that are not benevolent (which are very few indeed) are held at bay these days. They can’t get to you, they won’t get to you; it’s not possible. By the time you have ships of your own and you can get to them, those individuals will be benevolent.

Everything is on track so that when you meet people they will be benevolent and will be looking forward to meeting you. I am saying this largely for those of you out there who are convinced that some ships are dangerous with dangerous beings on board. The greatest danger, as you have discovered in your own personal history on this planet, is ignorance.

[color="darkred"]    It’s been a couple of years, but the last time you discussed this the secret government had technology that kept ALL ET ships away from the planet. Have the ETs gotten around that? Are ships able to come and go more freely?[/color]

The spectrum of light in which they were approaching your solar system has been modified to a different wave. That’s all I want to say because the Sinister Secret Government can hear me too, you know. It is a different wave that I do not think is possible to block. I am not going to give the formula, for obvious reasons, nor am I going to give any hints about the method, but the method is now in place so that extraterrestrial ships can come here only if they need to be here and if it is acceptable for you people on Earth to have them near. Those are the main qualifiers, though there are a couple of others. They can be here now, which is why you are getting more sightings and why there’s press about it. It’s becoming a regular thing and more people are realizing that it’s a real thing. I might add that it’s nothing to be afraid of. As a matter of fact, it’s a great adventure. It will be a lot of fun for most of you, and it’s not too far down the road where extraterrestrials will be introduced to you on television and they will be benevolent beings.
