The quality is NOT important, the INTEGRITY is.  Looking at its integrity one can saftly say that the film HAS NOT been tampered with giving the complete ABSCENCE of distorted imagary surrounding the reporter.

How can you conclude this?  It is quite startling that you even say it the way you have.  I'm now wondering what your intention in all this is Sirian.  This video is far from sh*t Sirian.  I have since yesterday posted it in another 2 forums I attend.  One of them has a member base of over 50,000, the other 25,000.  It has had over 2,000 hits since I posted it and I can tell you now that NOT one person yet beleives it to be fake... and there are many video EXPERTS on both sites.  Suffice to sya that it has set both BOARDS on fire.  People are freaking out at a phenominal rate - and NOT 1 person has said they beleive it to be a hoax or suspect or lacking in integrity.  Only someone with reptillian intrests would IMO. 

IT's quite strange how you also FIRSTLY say it is a sh*t video, and then you say:

I belive you may have ripped one emiotionCon too many off your list... I can't find one anymore that depicts 'confusion' - IOW, one with question marks around the head of the emotionCon.  That's one which is used alot... please replace.:)

I remember seeing this video before. I think the original was posted on foxnews.com and it did not show the person's face doing that. Not sure though, you might wanna look on foxnews.com to see if you can find the original video.

AndrewX - that effect of the shift has been seen many times due to compression codecs (and video software colour-pixel manipulation) of the video itself. Can be done using Adobe Premiere/After Effects and possibly even Ulead Video Creator.

You can place rules on compression of certain colours - like saving a GIF in photoshop - by locking in certain colours since it only allows 256 of them, locking in and 'effects' of pixelation can be done using these video programs, and a top up with the compression codec used as mentioned before.
