I am looking for an old cartoon

I am looking for a fantasy/sci-fi animation, probably from 70/80s, style is similar to russian cartoon "Mystery of the third planet", very colorful. Story is set in the future in an idealistic world. Its about scientist Tristan, who invented a prediction device for a practical use and everyone on planet has its own device. There is a scene when some guy opens an umbrella right after his device warns him "a rain will start in 10 seconds". In a while everyone gets bored, because everything is being predicted. Then some little cute creatures appear to Tristan trying to convince him to destroy the device. The creatures occupy the same space as people, but they are invisible and nobody knows that they exist. Their food is laughing and the only source of laugh is peoples stupidity. They laugh to people accidents, they even influence events putting people in funny situations. But now, since people know what is going to happen, it is impossible to cheat on them. Because of that, creatures are starving, dying from hunger. Their king (who looks human) sent them to Tristan. King's wife, the queen is sick and she is put to a state of hibernation. I remember a scene where she is lying, floating in a space filled with small, colorful, geometry figures, circling around her. The color of her hair is changing, blue, red, yellow. If she dies, all the creatures will die. There is a scene when creatures are explaining how they use to have a plenty of food (laugh), and they even show a scene with an accident with Titanic, how it fed a great deal of those creatures. Anyway, not only that they are in starvation, but devices would trigger wars among people because of boredom. Tristan agrees to help them, but people are against it. There is a scene at the end that everything becomes flooded.

I put a lot of details because none seem to remember this cartoon and I saw it at least twice. Did anyone see it?!!!

Not one that I remember, but it sure sounds like an analogy to lizards that feed on fear and anxiety!

I just finished watching the You Tube one that you posted, Veronica. It was nothing like the one you described, but it was interesting anyhow.
