Van Helsing wrote also in so much words what I do hopefully understand: the change of the EM fields around a location/person can have the same effect as an actual physical teleportation or an actual time shift. So they only need to change the EM-fields etc by remote control, while still able to do anything to the person. I's like a "beam me up Scotty" operation, but the inverse.
i.e. sometimes it's done to "put" people in rituals without any memory of it when they come back.
It's often sufficient to program the observers or put them in an alter to think the "wished story", without actually change the physical conditions or a need to create a new local holographic reality around the observer.
