I've been to gas stations and seen these types of signs. There isn't any reason to believe this isn't real that I'm aware of.

Yeah that's normal for gas stations because a lot of people sit in their car while the pump is running and some gas tanks aren't designed properly and the pump never shuts off. So the person is sitting in the car unaware that gas is pouring out all over the ground. Then the person thinks they shouldn't have to pay for the gas on the ground.
