Here in MA the temperatures have been unseasonably warm (70's) and the humidity levels very low for the month of April. There have been fire hazard alerts put out. A high pressure system to the north and east, out over the ocean, is keeping the weather as it is which, of course, most people are loving and enjoying immensely.
The Connecticut River, which starts in northern New Hampshire and divides New Hampshire and Vermont and then runs through Mass. and Connecticut before emptying into the Atlantic, has been very high due to the amount of snow melt this year. I just heard today there is still 5-6 feet of snow on the ground "up north" of me. This is amazing for New England.
What I think is happening is this high pressure system was moved into place to keep any significant rain storms from coming this way which could cause massive flooding along the Connecticut River and its tributaries at this time because of the snow melt load. This would mean losses which higher-ups do not want to happen.
In this case, I think weather manipulation is being used to protect areas instead of harming them.
