No, it's not true. First, humans didn't create universe or physical reality. Second, the creation of universe is older than human beings.

Physical reality exists indenpendently about your expectations or mental projections.
You can observe those laws and you can even affect them and change them to some point but still they exist independently about you.

Those people with intelligence and ability can learn those physical laws better and more easy to manipulate with them. Those become then leaders in their communities.
