I would like to answer this octahedron.

I do agree partially with the DNA view, yet it would be those higher up, you do not have to have reptilian frequency to perform a horrendous crime to a child; what about all the parents right now abusing their children?

Not frequency, but genetics. The frequency just enhances the genetics because we all have it. As far as I know, thoughts of destruction, murder, rape, uncontrolled acts of violence all come from or manifest through reptilian genetics.

If someone has intelligence, it gives him just more options and abilities to manipulate with physical reality and people around him.

True. I suppose 'evil' has more with soul-personality than with genetics. True, those with more reptilian genes seem to be more aggresive but that is the case only with some of the species. Those who have a great need for meat. But there are many herbivores species within reptilians/dinosaurids who are quite peaceful, though, unemotional.
